While Admiral Hackett's end-game speech is quite optimistic, experience in the game has proven that it can be far easier for the galaxy to be divided, rather than united. The final choice in Mass Effect 3 is determined by your Effective Military Strength (EMS), and the availability of the choices available depends on how high it. ![]()
